It is your discretion, but most people do. A buck or two for just coffee. If you order more, than a few more bucks.

I have only had room service delivered by my cabin steward on one cruise. That was on Celebrity on Century. I tipped him a couple of dollars each time as I would if it had been someone else and still tipped him at the end as I would tip any steward. On all the rest of my cruises a separate attendant delivered room service and usually a different person each time.
