Carnival is the only cruise line that allows topless sunbathing on the funnel deck; they also allow thongs.

Topless beaches: the ones we know of are at Orient Beach in St. Martin; Eagle Beach in front of the Manchebo Beach Resort and the Bucuti Resort in Aruba.  Jamaica, particularly in Negril and there are several resorts in Cancun/Cozumel/Maya Riveria that allow topless sunbathing in Mexico-- those resorts are usually designated as adults only.  Other Caribbean islands of French heritage such as Martinique, Guadeloupe also have a number of topless beaches.  You will need to do some research on specific islands to find out  exactly where those beaches are.  Go to your nearest Barnes & Noble or Borders bookstore and in their travel section there should be books on "Nude Beaches" which includes both topless and au natural sunbathing in North America and the Caribbean.  We have seen the books and they are good sources of information.
