Tour priority at disembarkation

We have been on 9 cruises, I cannot remember a time that we were not allowed to disembark at a port with the same guests leaving for a tour. Wanted to know if this has become a cruise standard, we've been to the Caymans too many times to count, both on a cruises and on an extended dive trip and really feel as though WE can wing that port on our own. We were denied disembarkation until the tours were off and away. Anyone read that in any of Carnival cruise catalogue rules about giving the excursion tours priority? I believe we had nearly 1 1/2 hour less on shore than the tours did, felt like I paided the same price for the cruise they did though.

I understand what you are saying about paying the same price as everyone else for the cruise itself, but the pax that paid the cruise line money for a tour should get priority tendering IMO, since space is limited on the tenders. You want to save money and the cruise lines want to make money to stay afloat.

If you are docked not sure why you would have to stick around and wait.

In all our 16 cruises whenever we've had a tender port we've had to wait for ship sponsored tours before we could get on the tenders.
