I understand what you are saying about paying the same price as everyone else for the cruise itself, but the pax that paid the cruise line money for a tour should get priority tendering IMO, since space is limited on the tenders. You want to save money and the cruise lines want to make money to stay afloat.If you are docked not sure why you would have to stick around and wait.
