We're renting a Hertz car from Seattle airport, and dropping off the next day in downtown Vancouver. It's about $50 with no drop-off fees. There are also usually AAA discounts.

There are several shuttles ( Quickshuttle) which go between the Seattle airport and Vancouver.

amtrak runs from SEA to Vancouver. Watch the schedule closely though. It appears that most of the runs are either bus or a combination train and bus. the only true train is at 7:45am.
