Not sure about all circumstances, but you can sometimes upgrade at the pier for a big chunk of money.  It's never really a 'steal' - be prepared to pay up front on your credit card IF there's a cabin available and there usually isn't.  Your TA probably said that because she wants the commission on that upgrade.  If you do it at the pier, she doesn't get it. 


You actually upgrade at the pier at embarkation, not onboard.  You check in for your assigned cabin and then go to a different window for upgrades.  I'm not positive with Carnival, but this is what we've done with other cruise lines.  The upgrades I've seen are usually about $400 to $1000 total - that's on top of what you've already paid.   They aren't cheap and many people new to cruising think they'll get a great deal at the pier.  It's really rare and definitely not the norm. 


Check the status the cabin category you want online.  If it appears that there are quite a few open cabins in that category right up to the sail date, then you might be able to get one.  Usually, people are upgraded BEFORE they get to the pier or they've done what we usually do and pay for them when first booking, so there aren't many cabins left (if any).  Good luck!
