Actually, it is none of the above. The Manatee preserve is in open water. Not out in the ocean though. There are lots of mangroves and your boat will take you through the channels among the mangroves. The first time we did not see any manatee but it was still an awesome boat ride. The second time we did see manatee which made it even better. We saw dolphins both times.
