If I am not mistaken, and some can correct me if I am wrong, on Carnival I believe the main hot tubs close at 10pm while the adults only hot tubs close at midnight. Either way whenever I was up on deck at night, no one was ever in the hot tub even though the jets were going!
I always check the hot tubs and see who is in them, come back a couple of hours later and usually see the same folks with a bucket of beer with them. they never seem to get out of the tub yet they have lots of buckets of beer with them. Is that what make the hot tubs hot. Just wandering out loud.
