ALL cruiselines have a policy that a cancellation after final payment date will forfeit a % of their deposit, the amount depends on how close to the sailing date.  In the case of cancellation by one passenger, but not the other, the cancellation penalty only affects the canceling passenger.   In this situation, another passenger can be substituted for the original passenger for a nominal fee.  If both passengers cancel,  no substitutes are allowed, period.  Guess you won't be able to cruise again on ANY cruiseline.
