I love the tops optional deck myself... its laid back, no one bothers me/us, hubby always goes with me. And to answer the post, i have been on tops optional on all cruises i have been on w/carnival.. so yes, that deck does exist.

We were just on the Victory last month and the funnel deck was topless. The only problem, it was so windy and rough that it was closed every day at sea except one.
