If you cannot do it on line then just fax it into them and keep a copy. When they get it they will send you a copy showing you are registered.
Even if you did not do the above and could not get in I think you can do it at the port. Check out the below information that was on the sign in site.
Thank you for taking the time to register for your cruise through Carnival’s Online FunPass(SM) boarding program. The Department of Homeland Security requires that Carnival submit detailed guest information prior to sailing. By completing all the information on these forms no later than two days before departure, you will be satisfying all important governmental requirements and expediting your check-in process. This means that you can start enjoying your “Fun Ship†cruise that much sooner.
Please have the following information on hand to facilitate the registration process.
Personal Information (full name, home address, home phone number, etc.)
Citizenship Information (passport data, Permanent Resident Card number, etc.)
Post Cruise Travel Information (flight number and fare basis, hotel and rental car information, etc.)

Failure to complete all fields, except those that are optional, will require that you proceed through a full registration process upon arrival at the terminal and may result in additional delays.
